06 Cummins rail and backfire issue.

Guy, this is starting to drive me nuts. Engine is a bone stock 06 cummins. Fuel pump is putting out a rock solid 18psi. Every time the you see the needle jump on the gauge, the engine is backfiring. Feels like i have half the power i should and won't go over 20,000psi in the upper RPM's
