A7 TDI prior lease question

I've located a prior leased A7 TDI for sale. I've plugged the VIN into the portal as if I owned it, and the initial restitution offer is the full amount expected. Does this mean the prior lessee did not claim? If I bought would the A7, would I be eligible for the full restitution and possible buy back?

Just want to make sure I understand my options.
