Help Diagnosing P0234

I recently picked up a 2001 Jetta TDI with 25k miles and have a few issues with it that I'm looking to sort out. For starters, my engine light is on for a P0234 overboost code. I think this is causing a lack of power for me, it sounds like the turbo might not even be running. Second, on 2 occasions, cold starting the car caused a rough idle. The revs bounced between maybe 750 and 900, only for a few seconds though. Then the engine smooths out. Lastly, I've noticed that sometimes my brakes will be extremely pressurized, as in the slightest touch of the pedal will apply them, and in other instances it feels a lot spongier. I'm starting to believe that all of these problems are due to a vacuum leak somewhere - maybe a bad line or something? I'm not sure though - this is my first TDI and I'm completely new to diesel. Are there any specific parts or areas you recommend I look at? I just have no idea where to start. I looked at a few threads and my best guess is maybe a vacuum line somewhere near the brake booster? Again this is my first TDI and I have no idea where to start. I have to drive about 450 miles Friday - is it safe in this condition?
