Need help with NB AC

I started working on the AC on my daughters 2000 NB last week. It had lost its charge so I put a little Freon in to find it escaping around the shaft seal on the compressor. Ordered a new one from ID parts and installed in 15 min. That is were easy ended. Pulled a vacuum and started to charge when I noticed the clutch was not pulling in and the fans were not running. I went thru DanG144 checkout procedure and did not have any voltage at the high pressure switch. I pulled the controls out of the dash because she had a new radio installed last year and thought maybe they unplugged something. Nothing was loose so I started troubleshooting. I did notice some diff between the NB and the Jetta in the procedure. The Jetta was a 4 wire HP Switch and the NB is 3 wire. I Ohmed the blue/blck wire from the AC switch to the HP switch and have continuity but no voltage. I have 12vdc on the white/blk wire to the AC switch.Can anyone tell me if the blue/blk wire from the AC switch to the HP switch should be 12vdc or ground. I cant tell from the Bentley Manual. I have a wrecked Jetta for parts so I tried the AC switch with the same results. I also notice the recirculate light does not work also. All fuses are good. This is driving me nuts. Please help.
