Turbo Death Whistle + White Smoke!?

Six years ago I bought a salvage (flood car) 2001 Golf TDI automatic trans and I have managed to keep it running with the help of my friend CumminsfromtheCold and this here Fred's TDI page. Amazing resources. Most grateful.
About 4 years ago I replaced the entire suspension and had Aaron of Boraparts give it a tune at the TDI get together. I think he did a Stage 2 tune since he said he est. hp to go up to 130 or so. I paid cash and have no receipt.
Since the tune I have had intermittent overboost especially when I drive from Sac up to my home in Truckee. Sometimes I will get overboost just accelerating hard here in Truckee( 6000 ft above sea level). I've replaced the N75 and all vacuum lines - overboost usually goes away for 6month. Hmm.
2 years ago I cleaned out the intake manifold and put on a new EGR. Still occasional overboost, but the car ran a ****-ton better!
In Spring 2016 the accessory bracket broke off as I backed out of my garage. (major PITA!) Replaced the bracket, rollers, and alternator. Put on panzer skid plate since car was missing the shield and I suspect the alternator pulley froze from road gunk. Car seemed OK....until...
Wife and kid drove the Golf to L.A. this April. Got overboost and limp mode on the I-5 Grapevine hill and returning back to Truckee on I-80.
So I installed a new N75 since it's been about 2 years. After that, I noticed the engine running rough and a strong diesel smell. checked everything - no fuel leaks. Lots of oil around vacuum pump and CCV valve - enough to drip to ground. Also, a coolant leak? Hmmmm.
Last week a "whistle" developed that seemed turbo related (whistled when the turbo kicked on), yet the car still pulled strong. Checked all hoses/vacuum- no obvious hose/vacuum leaks. While under the car I saw coolant leaking from behind the big bottom (crank?) pulley. Still had strong diesel smell coming in cabin after start up then goes away.
Yesterday while accelerating from a stoplight she started whistling hard then we suddenly lost almost all power and white smoke out the tail pipe. Doh!
Got towed from Reno to Truckee and now she's in my garage.
I am guessing the injectors went/have been bad (no idea how old, car has 239,000miles), unburnt fuel went into the exhaust and slowly killed my turbo (the whistle of death). No idea why it is leaking coolant. Checked the oil cap and coolant reservoir. No evidence of those two mixing.
The Golf will start, but it is definitely NOT happy/drivable. I'm lucky that I work from home. :)
I'm thinking:
new or rebuilt turbo (I'm thinking a VNT17)
Map 3 sensor
newer style turbo oil return, gasket set, oil filler line
new turbo outlet hose and intercooler hose
new injectors (205's)
refill coolant reservoir.
Once it's running I plan to bring to a SF Bay Area Guru to dial it all in
I've been reading and reading and reading and somehow I do not feel confident yet on dropping $$$ yet on a new turbo until I know I can get her running again!
