PLEASE HELP ME. Hard start & smoke

I just got an 03 Jetta wagon alh tdi. Has 200,000 on it. Had a fuel leak from the injection pump. I replaced the water pump, pulleys, cam seal, fix the leak. The timing is right on. It has been hard to start even in 70 degree weather. Niece it is running its fine. I have to crank on it for approx 30 seconds to get it to start. And when it does start it smokes BAD!!!
I have replaced the glow plugs, Harness, glow plug relay. I'm still not getting power to glow plugs. I know you guys are going to say you don't need them if it's about 40. But I made a home made harness with a clip directly to the battery. When I used it it fires fight up no smoke & with out issues just as if it were new. So no
Offense but I'm not buying into that thought process. I don't want to have to pop my hood every morning, hook up the alligator clip, start the car, & then unhook it.
I jut the volt meeter in the glow plugs harness & am olny getting 0.2 volts, positive lead to the glow plug harness, negative to battery.
So I don't get it. Nothing makes sen se where do I need to go from here. Ive read 15-20 threads haven't seen any where that is th same issues after replacing everything.
