TV cable or TPS?

95 3500 2x4. When I purchased the truck a couple weeks back it needed front end work. Now that I was out testing the front end work to see how it felt, I noticed that the tranny did not want to shift past what felt like 2nd gear or maybe it was 3rd....the shifts were really late. I adjusted the TV cable both ways with no change at all. I just put a brand new OEM TV cable in and it shifts better but not how I would expect. Every 47rh I've owned has been "built" so I'm not sure what to expect out of a stocker. The engagement from park to drive and park to reverse feels just as I would expect. Now once moving the truck shifts at around 2-2,200 rpm. And it will not shift into OD . at 50mph its roughly 2,300 rpm.....that's how I'm assuming its not going I to OD. The OEM TV cable was installed with the cable pulled as far back as possible, that's how it was in the package. I pushed the cable 1/8" forward with no change in driving. Could the TPS be bad? Would a bad TPS stop the tranny from going into OD?
