conversion complete bad pump maybe?

Ok so here's my story. I just completed p-pumping my 00 with parts I pulled from a supposedly running engine. 97 215 hp pump. Pump sat on shelf for 3 years with plastic caps over DV fitting but only paper towels stuck in fuel in and out. First time to crank truck hits WOT as soon as lines bleed air and it starts firing fuel. Ok rack is stuck. Removed afc and confirmed stuck rack. Pulled rack plug and sprayed penetrating oil and working rack back and forth with screwdriver till it moves silky smooth. Truck cranks good idles good. After a dozen or so start stop cycles truck cranks over but will not fire. A small shot of starting fluid on the air filter will make truck fire and run. Idles fine and will rev no load to 3k. Truck is a dog on the road. Will not fuel enough even to make a small puff of black smoke. Fuel pressure at idle is 28 full throttle pegs my 60 psi gauge. Timing is at 23 right now I have tried 18 and 20 also. Injectors pulled and cleaned. My question is could the IP be bypassing enough fuel to not fire injectors at starter cranking speed and this also be causing fuel pressure spike?
