2001 7.3 still not running

Truck just shut off the other week, tested hpop it was putting 0 psi to both banks. Got a terminator t500 hpop. Put the new hpop, ipr , and icp sensor on. Still wont start, only getting 250-400 psi to both banks. Pulled the injectors and the orings seem good, the top of one injector is loose. What could be causing this issue, i ets from the army in less than 2 months and i gott drive from CA to PA. I need to get my truck fixed asap
