low power

I got a 95 12 valve that I just finished doing some work to and I see no increase in power whatsoever. Mods are hx35 over s475, 215 pump, 4k governor springs, 5 x 14 145 degree injectors. Afc has 160 governor spring and allows full travel at 35 psi number 10 plate and timing set to 20. After doing all that I have no increase In power. Only see about 18 psi and climbs really slow to get there. Fuel pressure is 20 at idle and 35ish wot . Took the plate out and put stock afc spring back in even with no plate I see nothing more than a haze. Egt never gets over mabe 600 Runs smooth no miss no pop just acts like stock fueling. Any help is greatly appreciated.
